Introduction |
|
The
Governments of Kenya and Denmark have agreed to implement the Business
Sector Programme Support (BSPS). The BSPS will support and enhance the
overall strategy for poverty reduction as described in Kenya's poverty
reduction strategy "The Economic Recovery Strategy for Wealth and
Employment Creation" by assisting the Government of Kenya in
creating an enabling environment for the private business sector. The
overall development objective of the BSPS is: "The private
sector developed to facilitate economic growth, to improve
competitiveness and to ensure long-term employment generation as means
of sustainable poverty reduction."

The Business
Sector Programme Support (BSPS) for Kenya was developed during 2005 and
approved in November 2005. The programme covers the period 2006 to 2010.

The Business
Advocacy Fund (BAF) aims to promote and support the dialogue between the
private sector and the Government for the improvement of the enabling
environment for business. It will target Business Membership
Organisations (BMOs), a primary role of which is to engage with
government on the legal and regulatory framework for business. BAF is
funded by the Danish International Development Agency (DANIDA).

DANIDA has
appointed a partnership of Coffey International Development and Irwin
Grayson Associates as Fund Manager. The Fund Manager commenced work in
September 2006 and the Fund was formally launched in November 2006. As a
result of the launch and other marketing activities, there has been a
steady flow of applications form BMOs. As at June 2007, advocacy grants
totalling more than KShs 20 million had been approved the Board of BAF.

The Board has
overall responsibility for the Fund. The Board ensures that the
objectives and strategies are realised and that the Fund remains fully
aligned to and supportive of national policies and strategies. It
oversees the implementation of the Fund by the Fund Managers including
approving annual work plans and budgets within the framework of the
sub-component description (outputs, activities, budgets etc).

The Board is
supported by the BSPS Steering Committee comprising the Danish
Ambassador to Kenya and the Permanent Secretary of the Ministry of Trade
and Industry (MoTI) of the Government of Kenya (GoK). The Board is be
responsible for approving grants under the Fund and for the overall
monitoring of supported activities and outputs, and monitoring of
auditing procedures and results.

Members of the
Board are:
- Three prominent business leaders from the private sector, (the
Chairperson shall be appointed from this group);
- A representative from the Ministry of Trade and Industry; and
- A representative from the Royal Danish Embassy.

Managers shall serve as secretary to the Board. |
