have worked in various capacities both at the Central and Local Government
levels for a period of 28 years and successfully contributed as a key
resource person in the design and implementation of the Kenya Local
Government Reform Programme (KLGRP) as Reform Coordinator. I supported reforms as an external consultant for 4 years at City Council of Nairobi as a Poverty Reduction Advisor. The Council with the community identified 10 projects on health, sanitation, education and security targeting improved service delivery to the poor. The Council improved its interaction with citizens in identifying their needs and solutions. I worked as a Rural Service Delivery Adviser for 21/2 years to 9 councils in Central Province supporting them and the communities in implementing pro-poor investments (identified through the Local Authority Service Delivery Action Plan - (LASDAP) consultative process), as well as capacity building and on-job-support in Financial Management Information Systems to 6 local authorities.
